I'd keep the current slot layout to be honest; sure, it makes her unviable as a solo ship, but that's one thing that makes her special; I'd rather have her get a fifth turret.

Why only a kinetic damage bonus ? The Vengeance is bonused on all damage types, and so should the Hawk as the ultimate missile AF.

Same as the Retribution - the slot layout is one of the defining elements of this ship; also, you'd take away a good part of its damage, which is really what makes the Enyo shine. As for the web resistance bonus, I'd up that to, say, 5% per level.

I thought about bandwidth and repair bonuses too; to be honest, she should either be able to field a full flight of mediums or get hitpoint and damage bonuses like the other drone ships. Compared to the Ishkur's current simple extra spare drone bonus, the Ishtar's drone bonuses are insane - or the Ishkur's insanely low. Don't like the slot layout change again - giving her a tanking bonus and gimping her ability to actually fit a tank doesn't seem to make much sense. If she's to get 4 mids, I'd rather make it 3-4-3, as the drones should make up for that additional high.

Do you really mean 15% falloff bonus per level ? Not that I wouldn't like it, but it would give her an insane range for ACs. The shield hp bonus is okay if it translates well enough into an improved shield recharge rate.
